Emmanuel "Toto" Constant led a paramilitary organization called FRAPH that terrorized Haiti after the overthrow of Jean-Bertrand Aristide. When FRAPH's fortunes declined, Toto mysteriously appeared in New York City, where he was scorned by the Haitian community. There seems a lot of play about him being a CIA asset, but the wiki link implies he was an informant (though knew information to get out of INS via Clinton)..

For other banana dictators, the US had United Fruit/anti-commie/leftist in mind to overthrow governments. I don't see any of those factors in Hati .. So I'm curious what the CIAs interest in Hati would be ..

I'm assuming we all know Haiti is not in Africa. But Toto jokes are few and far between so all is forgiven.

He's lucky Doakes didn't catch him.

Yeah - It didn't actually occur to me that anyone would link the two. It was just the first Toto song that came to mind.
