Cost-effectiveness and energy efficiency Cost-effectiveness and energy efficiency were the main goals for the recent Empire State Building retrofit that is set to pay for itself within three years. The building, which was originally completed in 1931, went through a massive renovation that consisted of relatively ordinary changes rather than installing elaborate renewable energy systems such as solar panels and wind turbines.
