I was compelled to waste a half hour getting a library of congress card when visiting Washington DC despite the fact that I'll probably never use it.

You mean a reading room card? To use the reading rooms as a researcher? Because the only room that requires you to have a card just to walk in is the main reading room, and if it's just a look-see that you want, there's the gallery upstairs.

Although I love the interior of the Jefferson Building, something about its exterior always made me vaguely uncomfortable.
