Languages of Indian Parliament and Parliamentary Reporting

The question of which languages they speak in Indian Parliament occurred to me today. The answer (from an admittedly shaky, anti-Hindi source) is that both Hindi and English are spoken in Parliament. While looking for the answer, though, I came across a really interesting article on how parliamentary reporting gets done in what must be a linguistic nightmare. The phrase" acme of the shorthand-writing profession," gets used, so it might be worth reading.

Also, regional languages are allowed, but translations must be made into both Hindi and English (at whose expense, I don't know.) It seems that all speeches made by the president in Hindi must be translated into English, and vice-versa, but is that true of all proceedings? It seems not, but I'm not sure.

This would be a great post, particularly in light of multilingual nations and the EU parliament and how people legislate and manage these things but I fear the framing of the FPP falls short of the guidelines as there's more guesswork and unanswered questions than links.
