Because the Stingray is being held up by a man. You can his head behind the stingray. I first came across the picture on reddit and they decided the picture was taken in the Cayman islands where the tourists come and swim with stingrays. Sometimes, the tour guides will put stingrays on people to freak them out.

This is hilarious, I didn't know this was a thing. I was in the middle of a photo shoot once in London, and it had just rained so it was super muddy, and out of nowhere this dog just comes barreling at me and jumps on me and covers me in licks and mud.
