MOOCing Minnesota

Minnesota's Office of Higher Education has informed Coursera, a MOOC provider, that it requires authorization to provide its (online) courses to residents. A policy analyst at the office emailed "This ... applies to online and brick-and-mortar postsecondary institutions that offer instruction to Minnesota residents as part of our overall responsibility to provide consumer protection for students." The need for authorization was confirmed to Campus Reform. Coursera asks Minnesota residents to either not take their courses, or do the majority of the class work outwith the state.

There are currently no restrictions for Minnesota residents stated in the Terms of Service of the Udacity and edX MOOCs.
