Turns out... It was a setup. The owner tied some fishing string to the dog's leg. Not a very kind owner.

Pretty obvious, too. No dog holds his leg extended off the ground like that.
No wonder he was angry.

Okay, yeah... this version of the video includes conversation that pretty much confirms the owner is manipulating the leg ("we'll do one more sequence, and then we'll stop"), so I'll go ahead and delete this one.
