kidnapping a President to search for a fugative

'An act of aggression' is what Bolivia is calling the refusal of France, Portugal, and Spain to allow it to make a refueling stop in their countries. France and Spain deny accusations that the flight wasn't allowed in its airspace. Portugal and Italy currently are refusing to discuss this matter.

'Bolivia’s U.N. ambassador Sacha Llorenti said it was an “act of aggression” and that the four countries violated international law. Llorenti said “the orders came from the United States” but other nations violated the immunity of the president and his plane, putting his life at risk.'

USAN is said to be hold an emergency meeting to discussed what occurred and South America's international reaction to the events.

Which is why I wasn't sure whether to flag it as "double" or "breaks the guidelines", because honestly even when they DO catch him I don't think it will warrant a new post.
