Ah... I did a little bit of a search and came up with this: Taxco de Alarcón (aka Taxco), Mexico.
And more here... this insanity took place on 5 November 2012. The lead cyclist was someone called Brendan Fairclough (aka Brendog). And the guy with the camera is Mauricio Acuña.

It looks like it's a run through, but it's not that different to the winning run in Mister Bijou's link.
