This character is Crayon Shin-chan, which is a popular kids' cartoon (as well as a score of movies). Kind of like a Bart Simpson-like troublemaker, but for younger kids. Fart and pee and poop jokes abound. Shin-chan frequently shakes his butt at people, so Crayon Shin-chan butt pudding makes sense.
