Chinese Animal Cosmetic Testing Law Loophole?

Can companies sell cosmetics into China without having their products tested on animals? A local skincare company has prided itself on being cruelty-free, however has recently announced it will sell it's products to China through an online store in Hong Kong. The company claims that it can do this and circumvent Chinese cosmetic testing laws, therefore it can retain it's cruelty-free status. The linked article also claims the same to be true, however I can't find any other information confirming this case. Is this is obvious loophole, or are these parties lying / misguided?
