Thanks to knuckle tattoos, I was able to extract this from the Wikipedia article: "Kyūbey is a genderless extra terrestrial being posing as a familiar who can grant any wish to a certain girl, on the condition that she become a magical girl and fight against witches."
I am now left with more questions, but also with a suspicion that I will not understand the answers.

I can explain it without PMMM spoilers. Any story where you only have just one wish is going to be a tragedy because it's just going to be an exploration of how your wish goes wrong. As Granny Weatherwax knows, you need at least three wishes to have a happy ending, two so you can figure out how stupid you are and then you use the third wish to return everything back to normal.
So run from anything that offers you just one wish. You know how the old saying goes, "be careful what you wish for..."
