Around here it's largely the reverse, with the states legalizing pot and the tribes continuing to prohibit it.

In light of the historical exploitation of native populations via the use of alcohol in dealings, any non-native or government official engaging in commerce or trade with the tribes should be expected to smoke marijuana before the proceedings.

You can check out any time you like, but you can never leave wth it. Except you could grow on the res in Utah, and step over to Colorado. But San Juan County works with Navajo Tribal Police, I don't think it will work. But.. imagine the suitcases on the tour busses.
