The link you have posted says that the Russian Ministry of Foreign Affairs has issued a "report" on Medvedev's agenda at the upcoming Davos Summit, which will reveal the existence of extraterrestrials.
The article, however, does not cite this report or provide any evidence that this report actually exists.

You know, some of the brightest minds in science say that there are very good reasons for believing that life exists somewhere else out there in the universe. And I'm embarrassingly open minded when it comes to the possibility of aliens visiting Earth, although I'd be hard pressed to actually defend that belief. Let's just leave it at embarrassingly open minded.
But come on, I wouldn't buy a pair of socks from that website.
