As Matthew Yglesias just pointed out, the Empire destroyed Alderaan, wiping out billions.
In all fairness, as far as Kristol is concerned, that's still makes the Empire NeoCon, not Evil.

I'm pretty sure the Alliance did pursue an asymmetrical-warfare/insurgency model for most of its existence. Certainly, a lot of the supplemental material describing the period between the Clone Wars and the War of Two Death Stars would suggest this.
What we see in the movies is really just the final phase of the struggle, and the transition to more conventional warfare, very much like North Vietnam's '74/'75 offensives. And like those, it appears to have been much more effective than initially expected, mainly by identifying and exploiting key structural flaws within the Empire's command organization.
