Dylan's vocal mannerisms were basically him waging war on conventional cadences (phrase endings).

If you listen to the end of the refrain in the very early 'Blowing in the Wind', it's pretty much the most simplistic, innocent descent to a perfect cadence possible (complementing the lyric text). But by the time of something like 'Visions of Johanna' you find him battering away at one particular note (in this case the fourth scale degree) in a kind of frenzy at the end of lines, and then collapsing freely like a trailing away (see also Lennon for this) or rising upwards randomly, rather than the neatly ordered folk descent heard in the line 'the answer is blowing in the wind.'
