Although he has been criticized for a lack of interest in the details of policy and has not been as specific as the Clinton campaign (who, as Trump noted, has "people that sit in cubicles writing policy all day"), we can get a sense of what a Trump administration might actually do.

Trump has listed policy goals, for example in a June speech. Some, such as appointing new judges or repealing Obamacare, would require Congressional approval, but many others, including strengthening immigration enforcement, loosening enforcement of environmental laws, and taking military action, could be instituted with "a stroke of the pen." Scholars say that the President's ability to act without Congressional approval has increased greatly because "Barack Obama, George W. Bush and their predecessors have added so many powers to the White House toolbox."
