So do we have an answer for what movie has had, proportionately, the most shots used for scenes in the Simpsons? Is it Citizen Kane?

This is the best Simpsons episode I've ever seen! I haven't watched the Simpsons in this century basically, but I remember every episode I did see, and vaguely remembered some of these scenes being movie spoofs, even if I hadn't actually seen the movie (but mostly, I had no idea)

Brilliant!

Citizen Kane, Psycho, 2001 a Space Odyssey.....Police Academy 5 not so much, I'd guess.

Police Academy 5 not so much, I'd guess.

Homer: Stealing?! How could you?! Haven't you learned anything from that guy who gives those sermons at church? Captain Whatshisname? We live in a society of laws! Why do you think I took you to all those "Police Academy" movies?! For fun? Well, I didn't hear anybody laughing! Did you?! Except at that guy who made sound effects.

Homer: [makes some and laughs to himself]

Homer: Where was I? Oh yeah: stay out of my booze.

No guarantee of accuracy or completeness, but according to WikiSimpsons it's The Godfather with 12 references to Citizen Kane's 9. Though Citizen Kane may be more prominently referenced, since very large parts of "Two Cars in Every Garage and Three Eyes on Every Fish" and "Rosebud" are direct lifts from the movie.

They didn't have data on Psycho or 2001, but there's no way either of those have nearly as many references.

Surely Wizard of Oz is up there in the reference count too?
