"Here's how best to resist us if we start doing evil things" is a message I would expect to hear from decent government officials under the Trump administration, sort of like a zombie-bitten person asking to be tied to a chair.

This would be nice for the public to have so I can have reasoned discussions with them at public hearings, instead of fending off claims of "those people" being able to come to their neighborhoods, or "I moved out here to get AWAY from the city."

This is good - and I say this as someone who has designed large contentious capital projects in rural areas. Tho hwyengr said it more eponysterically.

Someone please save the PDFs on archive.org: I'm on mobile and its front end for saving pages on a phone is a bit crap.

This is not the sort of stopping/blocking a highway that I was expected, given current political context. But good info nonetheless.
