So, with my limited knowledge on Japan and their legal shroom activities now they want to make them illegal?

Is this course of action being taken due the war on drugs, or have the shroom's actually been a problem in their society?

The reason shrooms are so popular in clubs in japan is that, until now, they were only illegal to consume, but legal to import, sell and possess. A loophole closed. The gov't deals harshly with illegal possession and import cases here, mainly foreigners. However, when the goods are in the hands of the yakuza distributors, the gov't is notoriously afraid to challenge the mafia.
