"Kinetic military operation" is our phrase for today. This euphemism for a range of warfare first appeared in the US government lexicon in 2011. It appears in the bill S.2047 introduced by Sen. Chris Murphy that is intended to bar President "Trump from preemptive strikes" on North Korea. Considering the disclaimer in the bill refers to restrictions stated rather than implied in the 16-year-old AUMF, What are the odds that a funding proscription will restrain future presidents from ordering as yet known poetic forms of "kinetic military operations"?
