Claim of memory assist hardware wired to human brain.

They are claiming a hardware assisted boost ~ 1/3 in memory for people. Anybody know the "Journal of Neural Engineering"? The author affiliations seem ok but I can't see beyond the paywall.
They are claiming ~ 1/3 improvement in both short term/working memory and long term. Didn't know people were this close on the hardware. Or maybe I'm just misunderstanding.
