The bill text, and subsequent amendments, can be found here. The legislature in Maine tried something similar during the last session, but it didn't get anywhere. I like the penalty section of the Maine one: "Violation of this chapter is an unfair trade practice as prohibited by Title 5, section 207. Each unsolicited commercial e-mail transmission to a recipient constitutes a separate violation."
