A) You'll notice that the men get adult, working dogs, whereas the women get to cary puppies in a maternal looking sling.

B) The whole spectacle of the military and police putting a show of strength once a year is fairly disgusting, especially given Chile's history of the last half century, so no, a few puppies won't really make much of a difference.
