From Webster's Revised Unabridged Dictionary (1913) [web1913]:ie, it's well possible for a government to be terrorist, and being radical isn't required to fit the description, nor is high-mindedness. Wether serial killers are terrorist would depend on if they did it for gratification or compulsively, or if they were doing it to scare people into changing their behaviour in some way.
