that is the publisher's blurb to which you refer. They're just trying to get across the "Less Talk! More Quidditch!" message, I think.

Potter websites and chatrooms have been inundated with angry Russian messages attacking anyone suggesting a likeness between the elf and Mr Putin.

Anyone hang out someplace this has happened?

In 1995, the prosecutor-general investigated alleged insults against Boris Yeltsin in a satirical puppet show. The case was later dropped.

Common they both look like Mr. Burns, or not?

Putin may also want to sue Steve Spurrier. Here's (scroll to the bottom) a picture of Spurrier and Dobby. The writer referenced this in no less than ten columns.
