Execution, Schizophrenics and Loopholes

The Court of Appeals has ruled that a paranoid schizophrenic can be put to death if he is given antipsychotics to make him aware that he is being executed. A new wave of antipsychotic drugs such as olanzapine has replaced the standard "drool and shuffle" drugs of the past. But if Charles Singleton was indeed "sick" when he committed the murder, how is drugging a mentally imbalanced convict to clarity, right before the volts kick in, a form of rehabilitation?

Going to be deleted anyways, but how is killing ANYONE a form of rehabilitation?
