Cellular politics. It seems that merely "reacting" is always a step behind of a fast evolving hostile force, and some pre-emptive strategy is a must.

Bah! Those who would champion justice and peace will always endure suffering and attack at the hands of the unjust and the aggressor. Peace != comfort or total assurance of security. Peace is made and maintained by being peaceable, even when, especially when one is faced with aggression.
Swatting at invisible demons means stepping otuside the procedural restrraints our nation has built into it to protect us from our own fear. Take away that procedure, the one that waits for proof before striking, and what will protect you from being the next in line to be designated a terrorist, from being preemptively struck? They may find out afterward you weren't guilty, but then it'll be too late.
