Wasn't this in a Vonnegut novel once? I can't remember which one...its a little early. Something about a univeristy teacher and foreign countries taking over 'maintenance' services of the U.S. From what I remember these devices where an example of the overconfidence of man....trying to overcome the laws of the real (physical) world
