I listened to the whole prank, in Spanish, and it was pretty hilarious!
It was definitely Castro on the phone, it would be impressive if they found an impostor with the exact same slurred speech (Fidel had a major stroke a while back and is getting kinda decrepit).
Chavez was sampled digitally, which they used masterfully to navigate the various buffer-people.

When I first saw the link i was sure the trick had been played before. It was and by the same two DJs. They got Chavez a few months back and Castro just now.
Castro: "I won't say anything.... shove it in your mother's (expletive)."
Ferrero: "Miami is listening to you Fidel Castro."
