Well, the lack of specifics were apparently due to the lack of weapons.

Iraqi scientists never revived their long-dead nuclear bomb program, and in fact lied to Saddam Hussein about how much progress they were making before U.S.-led attacks shut the operation down for good in 1991, Iraqi physicists say.

And, for reference, we've still to this date not found a single Iraqi scientist who in their "liberation" has now confessed to a massive WMD program in Iraq. If the CIA had any information, it would have been information that there was no reason to invade. No wonder no one wanted the specifics.
