Stolen Visas returned to thieves!

Statement from Committee On International Relations Was watching C-Span today and heard Frank Moss testify that (at the moment) when someone enters the U.S. and they are caught with a stolen passport, they are returned to the country from which they came *with* the stolen passport.
Something that should be changed quickly, I'd imagine...
