It seems that it's not entirely unusual for high-level diplomats to perform silly little musical bits. I remember back in mid-2001 Powell acting out "El Paso" with the Japanese foreign minister, Makiko Tanaka.

I'm probably not the first to say it, but the routine looks like he researched and rehearsed it considerably better than his burlesque in front of the UN last year.

Also, whoever says that black men can dance better than white men based on mere biology has got a lot to learn. ;^)
