Conveniently for him, what Dubya says in public bears no relationship to what he actually does. He's the king of the unfunded mandate. Speaking of mandates, carrying out the will of the people means privatizing (oh, sorry: "reforming") Social Security. That's funny: Was...uh, reforming it even mentioned in the campaign?
