de Chardin's use of "evolution" has nothing to do with what biologists mean by "evolution". In general, biologists agree that evolution is neither directed nor has a goal. Apparent "directedness", as in evolutionary arms races or convergent evolution, can be explained by the same short-sighted processes that account for all other evolution: differential fitness.
Yes, ostriches are the descendents of dinosaurs, and probably the descendents closest to what dinosaurs were like, morphologically.
