Bush could ask for Iowa recount / Des Moines Register web site uses something other than ASP/WinNT
Describes possible moves and legal requirements for a recount in Iowa. Did you know that there's nothing in the Constitution about voting for president? A new state could come up with some other method of choosing electors!

Uh, and they use Miva. It's not a very new technology or anything. :) Did I miss the point of that comment?

The original idea, I believe, was for states to choose their electors however they wanted. It was supposed to be a way for states to counterbalance the power of the Federal government. Electors could be chosen directly by the governor or the state legislature for all the Constitution cares.

I believe I read somewhere that Colorado didn't bother with an election just after it became a state -- they assumed that they'd go Republican and they didn't have time to put together an election system, so they just sent their votes to the Republicans. Very strange. Can anyone familiar with Colorado history confirm or deny this?
