According to the RobotCombat website, this was originally shown on Comedy Central. (It's on a list right above the classic "Old Glory Robot Insurance" bit from SNL.)

Yep, it was originally shown on Comedy Central - it's a clip from Battlebots (as the logo in the bottom corner of the video said). Carlo Bertocchini was a contestant, and this clip was provided as background info on his robot-building chops. And by the way, it's not just a living cat head grafted onto a box (duh) - the rest of the cat's body is inside the box. It's only the cat's back legs that don't work.
