That made me cry a little! I vaguely remember seeing this when it was first unleashed. It was an effort to modernize the adage that Chicago is "The City that Works" (as tpl1212 has already alluded to).

I was wondering what "The Grabowski's" were, and it looks like (if anyone is wondering) it is the name he gave the Chicago Bears when he coached them:
