Actually, it's a Clinton appointee, Barry McCaffrey, who's trying to push these regs through.

Because it threatens the corporations that support our politicians, of course:
Hemp is really easy to grow, it doesn't require any pesticides, and is the strongest natural fiber there is -- much stronger than cotton. If we didn't have to import it, it wouldn't be so expensive. Canada is making a killing exporting hemp to the US, and US farmers are starting to realize the lucrative potential of a domestic hemp industry.
The hemp industry offers an alternative to supporting the powerful logging (Weyerhaeuser) and synthetic fiber (DuPont) interests, which is probably the corporate muscle behind these proposed regs. I know of at least Santa Fe Hemp, but you can find a local hemp retailer here
