The only thing I don't like is the cat. WTF?!? What's that got to do with Serious Crime? Personally, I'd be perfectly happy with the same logo, with the cat removed and the crown on the top moved to the centre of the stylised globe. But if you absolutely MUST have a cat, use a frickin' lion. There *is* precedent, after all :)

Hilarious, seriously, where's the need for satire these days? Do they even think about the comedians they are putting out of a job? I look forward to seeing their second attempt. Maybe this time they will have the sense to hire a designer, or maybe they will waste money creating a brilliant homage to the Transformers (Robots in Disguise).

Just use Ye Olde English font: It both fits the geography, and provides that hardcore gangsta flavour that communicates so well to their intended targets.

Well, they've both got a stylised tiger-y cat in a circle, but the Thundercats logo is just the head, while the (I'll bet ineffective, at best) SOCA logo has the whole front half of the animal and a half-globe as well. I agree that a tiger on your logo is more suitable for a bunch of mercenaries or a hair metal band or something than for a government agency, but presumably they retained some designer or other and were bullshitted into thinking this was exciting and dynamic and proactive and stuff, like the companies that adopt silly names. If I were some ex-CID bloke in charge of said agency, I'd think that the logo, mission statement and company song were completely irrelevant, and that committees related to said things would be a good place to put managerial persons who needed to be kept away from sharp objects. Of course, there's always the possibility that this'll result in a logo that looks like goatse or an eye in a pyramid or the Star of David with a swastika in the middle, and it'll all go horribly wrong. But that's what you get for not being on the black budget in the first place.
