This is what I've been trying to tell people since 9/11. Want to end terrorism? Begin a relentless campaign of aggressive charity and diplomatic relations. Want to feel better about yourself because you suffered a tragedy? Blow some shit up--but of course, that will only make the terrorism worse. So, take your pick, America, what do you want to do? "The War on Terror" can only be won by turning the other cheek, in its original, badass confrontational sense, but that's not very emotionally fulfilling after you've just watched 3,000 innocent people die, so which do you want? A solution, or do you just want to feel better?

It's a pity they didn't get it working. A lot of the ultra-religious hostiles we've been fighting recently aren't too afraid of dying, but they'd be terrified of this. Particularly since everyone around them would know what had happened.

I know it sounds horrible but it's better than bombing them or shooting them.

And desegregation, integration. Instead of a wall between Palestinians and Israelis, for example, create a long, porous series of apartment buildings and schools and businesses along that border. Residency requirements -- alternate living, so the people above, below, left, and right are all from the other side. Shared halls, stairs, elevators, balconies, courtyards, gardens, walkways, and streets. Schoolrooms, business places, and government offices are laid out the same way. Mosque and synagogue face each other and share common spaces. Foreign business investments requiring balanced hiring and promotion. Police patrols made up of mixed pairs. You can't do anything without rubbing shoulders with the other side. You can't hurt them without hurting us. Start breeding a generation of tolerant kids. That's what I'd spend a few billion on if I had billions to hand out.

But the current situation is barbaric.

It's like I'm explaining how to repair the injuries sustained in a horrific motorcycle accident -- cutting, sewing, grafting, screws, plates, traction -- and someone complains that all those screws are cruel. Yes, in a healthy person they would be, but you can't go from the high-speed motorcycle accident of Palestine/Israel relations directly to a healthy condition. There will be intermediate phases that are less than perfect but better than continued general ignorance, hate, fear, kidnappings, shootings, bombings, and military attacks.

Build and fund an integrated living and business infrastructure, then see who is willing to use it under conditions of integration. Focus foreign aid on integrated activities. Never give aid to one or the other party; give only to joint ventures, cross-border alliances, shared living and working experiences. These are the stitches and screws and plates it needs now. Traction, rehabilitation, and then health.

Regarding the original article: just wanted to note that it's not applicable to al-Qaeda, unfortunately. Of a sample of nearly 200 al-Qaeda members: They are solidly anchored in family responsibilities. Three-fourths are married and the majority have children.
