dhimmi = term used by Muslims back in the day to refer to non-muslims. The term tends to have connotations of second-class status i.e. being forced to wear distinctive clothing, being forced to pay the jiyza or poll tax, being socially excluded in a number of ways . . .
So the term is used by the right wing to describe politicians or institutions they consider insufficiently assertive towards Muslims or what they perceive as Muslim demands.
