My God, that guy was completely INSANE! And that's putting it mildly. Yikes, he makes Dr. Strangelove sound like the epitome of mental clarity. Those poor 5 million + Turkmenis. He reminds me of George W, the sheer stupidity and prankaholic part. He put the mean in Turkmenia. His ice palace in the desert. Turkmenis rejoicing at the death ceremonies.
