		<description>It&apos;s very cool as a visualization, but I was lost on why he was so coy about the state lines. It&apos;s very obviously part of the Zone Improvement Plan&apos;s organizing principle.</description>

		<description>So what do the boundaries within states represent?  They don&apos;t appear to be county lines &#8212; there&apos;s too few of them &#8212; although they may be the lines between &lt;i&gt;groups&lt;/i&gt; of counties.  Anyone know?</description>

		<description>Those are between three-digit zipcode groups, or clumps of them. Twin Cities, Minnesota has a clump for 550-551-553-554.</description>
