To be a fonctionnaire doesn't actually require a brain. A French civil servant has been found to have a huge cavity filled with fluid in his head -- yet lives a completely normal life.
Aristotle taught that the brain exists merely to cool the blood and is not involved in the process of thinking. This is true only of certain persons.

I remember some documentary on the BBC showing a PhD mathematician with a similar affliction; a 1 cm layer of brain around huge ventricles.

Having worked in civil service in the US, I can confirm that there are many jobs available which not only don't require a brain but for which having one might be seen as an impediment.
