Emperor Norton declared that anyone uttering that abomination should be fined $25. Herb Caen (The City's other patron saint) named his second book "Don't call it Frisco", in 1953. Until recently, there was even a laundromat. The local newspaper's style guide says that it's "The City", capitalized like that. In much the same way that Washingtonians refer to their fine city as "The District".
