Actually yhbc, I beg to differ. YOU, my friend, are mixing up your Whiplash with your Dastardly. See, here's the key: headgear. A tall drink of water, Dick Dastardly (and his wheezy but multi-talented dog Muttley, who were spun off from Wacky Races) had flying machines. That was their thing. Dastardly was not really a bad guy, he was a World War I flying ace and member of the Vulture Squadron on a mission to stop a homing pigeon named Yankee Doodle Pigeon from delivering messages to the other side. So he and Muttley wore aviator helmets. As cartoon pilots do. He either wore an aviator helmet or this weird poofy striped thing which gives me strange craving for Jiffy Pop popcorn. Often portrayed as height-challenged, Snidely Whiplash on the other hand (spun off from Bullwinkle), was a sneaky snake with an occasionally greenish complexion who lived a life of crime in Canada, and was tormented by the clueless heroics of his archnemesis Dudley DoRight. He leaned more towards top hats and tying Nell to train tracks. That I know of, he did not have a pilots license so his more formal headgear reflected his ground-dwelling tendencies. Tooooootally different dudes. Totally different headgear.

Well, damn. You may be right, but that is still the worst picture of Mr. Whiplash they could have possibly chosen, which is why I thought it was of Mr. Dastardly. My apologies to them both (but not to the maker of the site - he or she still fails).

Well, for what it's worth, I don't think it was an original Snidely Whiplash illustration. I think it was this one which looks decidedly more modern and not like the original images (eg, this or this). Especially missing is the sea green face. BUT... the top hat is the giveaway. Man, I really need to reinvest my energy and expertise into debating things that actually matter... sheeesh.
