So, if he makes himself invisible before he attacks, how do they know it looks like a bear? And how do you have a productive night watch for an invisible bear? Plus, if you see said invisible bear (?) and say, shine your flashlight on him his just going to disappear. At least monkey man had a helmet.

I'm thinking this is all a ruse perpetuated by the tigers. They dress up in bear man costumes, and then turn invisible. The populace caught on to them when they were in monkey-suits. (which are actually nautical jackets.) Now they're in bear suits, because they cover more. The tigers will next dress up as snake-men.
