Done with colored photo transfers, you can see the shiny residue, so they aren't actually painted. The photos of them piled together are rather humorous, but I wonder if the effect is nearly as seamless in real life. There's a way to do a photo transfer with mineral spirits that looks more like it's been painted on the surface it's applied to, but maybe that doesn't work so well with something as absorbent as a potato skin. Check out these -simple line drawings, but really fun.
