The Scroll Clock has no time zone option, but it's open source. There's also a gallery.

Makes you wonder what elements of the browser/desktop will still remain in 20 years. I'd love me some invisible iphonesque scrollbars on my Firefox right now. I'd link to a picture but none of them do it any justice.

He says it's open source on his blog post about the clock, though he doesn't mention a specific license.
